President Barack Obama told CNN's Wolf Blitzer that he will take seriously a Russian proposal to place Syrian chemical weapons under international control.

Obama expressed skepticism at the idea as the White House rallies support in Congress for a possible attack on the war-torn nation.

"It's possible that we can get a breakthrough, but it's going to have to be followed up on, and we don't want just a stalling or delaying tactic to put off the pressure that we have on them right now," said Obama.

The president on Tuesday is scheduled to take his case for military action against Syria to the American people in a prime time address televised on CNN at 9 p.m. ET.
