CNN Breaking News

President Obama's address to a war-weary nation tonight will have four themes, according to a White House official: What happens in Syria affects the United States, there must be accountability for using chemical weapons, a U.S. military response would be limited in duration and scope, and there is an opportunity for a diplomatic solution because of the threat of a military response.

The president has been criticized by some for not presenting a clear case for a proposed military strike against Syria.

His pitch comes amid efforts by Russia to avert a potential U.S. attack by having Syria agree to hand over its chemical arsenal to international control.

Watch Obama's speech at 9 p.m. ET, and get reaction and analysis on CNN TV and CNN.com.
