A slow-moving storm off the coast of Louisiana has strengthened into Tropical Storm Lee.
Lee is about 200 miles southeast of Cameron, Louisiana, and has top sustained winds of 40 mph, according to the National Hurricane Center.
Mississippi Gov. Haley Barbour has issued an emergency declaration for southern Mississippi ahead of the storm, which is expected to bring 10 inches to 15 inches of rain to parts of the Gulf Coast by the weekend.
